Caernarvon Multi-Family Housing Development
Civida, in partnership with The Confederacy of Treaty 6 First Nations (CT6) and Synergy Projects Ltd., will be developing an affordable housing community at the former surplus school site, located at 14903-121 Street NW in the Caernarvon neighbourhood.
The proposed development incorporates a 5-storey apartment building with a mix of 1- to 4-bedroom layouts. Around 65% of units will be offered at below-market rents, with the remainder rented at market rates. This mixed-income model is both financially sustainable and allows residents to stay in their homes as their income changes. The site plan will include on-site parking for residents and visitors.
Construction is expected to begin in 2026.

As part of the City of Edmonton’s Surplus School Sites program, which reimagines former school sites into affordable homes across the city, Civida, Synergy Projects Ltd., and the Confederacy of Treaty Six First Nations (CT6) were chosen to develop much‑needed affordable housing in Caernarvon.
Driven by a shared commitment to expanding affordable housing across Edmonton, we have partnered to add 172 safe, modern homes to the Caernarvon neighbourhood.
GEC Architecture will lead the design, incorporating sustainable materials, culturally inclusive spaces, and family-focused layouts. Synergy Projects Ltd. will oversee construction, while Civida will manage and operate the properties upon completion.
Project Timeline
- In 2015, City Council designated the site for affordable housing. You can find more information on the process at edmonton.ca/AffordableHousing, under the Surplus School Sites section.
- The site was listed for sale or lease for affordable housing development in 2024, and City Council approved the sale of the land in February 2025.
- Construction is expected to begin in 2026.
