  • What is an unsolicited proposal?

    An unsolicited proposal is a project or partnership opportunity submitted to Civida outside of a formal procurement process. It must propose a new or differentiated approach to support affordable housing or related outcomes.

    This may include housing supply, housing delivery, real estate, land, development, acquisition, lease, partnership, financing, operating, or investment opportunities that align with Civida’s mandate and strategic priorities.

  • Why does Civida consider unsolicited proposals?

    Civida may consider unsolicited proposals where they present credible opportunities to support affordable housing outcomes.

    The process allows Civida to assess market led opportunities in a structured way while protecting fairness, transparency, value for money, procurement integrity, public accountability, and Civida’s governance requirements.

  • Does submitting a proposal guarantee a contract?

    No.

    Submitting a proposal does not create any entitlement to a contract, partnership, transaction, negotiation, reimbursement, exclusivity, or preferred status.

    Civida may request more information, redirect the proposal, proceed to market validation or procurement, pause the review, decline the proposal, or discontinue discussions at any stage. Civida is not obligated to proceed with any proposal.

  • What types of proposals may Civida consider?

    Civida may consider proposals that:

    • Address an unmet affordable housing or infrastructure need
    • Support Civida’s affordable housing mandate, strategic priorities, or operational needs
    • Demonstrate public benefit, community benefit, affordability, value for money, and fair market pricing
    • Present a credible delivery model, funding approach, and implementation pathway
    • Relate to housing supply, development, acquisition, land, lease, partnership, financing, operating, or investment opportunities
    • Are submitted by proponents with the capability, capacity, qualifications, and experience to support further development or implementation
